1. What is My STI?

My STI  is an area of electronic services where a taxpayer can find relevant personal information: debts and overpayments of taxes administered by the State Tax Inspectorate (in Lithuanian — VMI), reminders of payable taxes, an opportunity to submit/receive document electronically, acquire/extend business certificates, and participate in distance trainings and discussions.

 

2. Services provided My STI

The following actions can be performed in My STI:

- to review information available in the registers of STI;
- to administer contact details;
- to create / correct / annul representation in My STI;
- to review unpaid and overdue liabilities of taxes administered by STI and to pay them;
- to review overpayments (differences) of taxes administered by STI;
- to review notifications and a more detailed information of fines for administrative offences and to pay them;
- to review and print out certificates, permits: Self-employment certificates; Permits / certificates to apply exemptions from excise duties; Certificates of registration of a farmer who is subject to compensatory VAT rate scheme; Certificates of registration of VAT payer.
- to order electronic service (e.g. to apply for a business license, to submit an application for repayment / offsetting of tax overpayment, to change/supplement details of legal entity provided during registration, to submit an application for extension of deadline for submitting declaration, to order reminders regarding payment and declaration of taxes).
Stakeholders wishing to order and (or) receive a relevant electronic service should select it (electronic service) from the list of electronic services available in My STI.

3. Who can login to My STI portal?

To login to My STI portal a person has to register in the system and to have a representative for My STI.

Representative for My STI is:
♦ a natural person;
♦ a natural person representing a legal or natural person who was granted the right  by the recipient of electronic services to represent him/her/it  in ordering and/or receiving electronic services via My STI.

The recipient of electronic services who is a natural person and the recipient of electronic services who is the manager of a legal entity are granted the rights of representative for My STI automatically, after they login to My VMI having selected a corresponding recipient of electronic services. This representative for My VMI can grant all or part of the rights of representative for My VMI to another natural person.

 

4. Why the login rights of My VMI and EDS do not coincide?

If a tax payer has granted the right to his/her representative to login to EDS, this does not mean that the representative automatically receives the right to login to My STI.

My STI and EDS are to different individual  VMI systems, their purposes and possibilities differ: Electronic declaration system (EDS) is intended for the submission of tax returns, meanwhile,  My STI is used to get  considerably more electronic services of different nature (manage registry details of taxpayer, have tax overpayments (differences) repaid, coordinate balance, carry out other tax administration procedures. The State Tax Inspectorate cannot provide EDS users with the same rights of access to My STI because it is impossible to guarantee that such is the will of taxpayers.

 

5. How to become a representative for My STI?

The head of a legal entity automatically becomes a representative for VMI, after choosing profile of a legal entity (not his/her own as a natural person) when s/he first logins to My STI.

Other persons may become the representatives for My STI of legal person in the following ways:

The head of a legal entity may assign the representatives for My STI (among them the administrator of representatives of My STI), when s/he logins to the profile of My STI of a legal person and chooses My representatives in My STI  menu (button [New representative]).

The administrator of representatives for My STI may assign representatives for My STI (among them other administrators of representatives for My STI), once s/he logins to My STI profile of a legal person and chooses My STI representatives in the menu (button [New representative]).

The head of a legal entity may go to the closest  taxpayer service division  of the State Tax Inspectorate and to assign representatives for My STI (among them the administrator of representatives for My STI) in writing. The assigned administrator of the representatives for My STI will be able to grant the rights to other persons electronically.

A person authorised by a legal person to become a representative for My STI can in one of two ways:

    • holding an  authorisation to be assigned a representative for My STI  and going to the closest taxpayer  service division of the State Tax Inspectorate.

     • going to the closest taxpayer  service division of the State Tax Inspectorate and submitting an annex to the Rules approved by Order No VA-91 of the Head of the State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania of 3 October 2012 ‘Details on the Representive for My STI' completed and signed by the person giving the authorisation.

The assigned administrator of representatives for My STI will be able to grant the rights to other persons by electronic means.

When you  login to My STI and choose the represented taxpayer, you can review relevant registration details and accounting information on the represented taxpayer in the Tax Payer's Card.

To change the tax payer's profile, click on the button in the upper right corner [Change payer].

 

6. How the rights of the representative of My STI can be granted to another person / corrected / terminated?

The rights of the representative of My STI can be granted via the portal My STI, upon arrival to the nearest service subdivision of taxpayers of State Tax Inspectorate (hereinafter referred to as the SSTI) or by post.

A taxpayer may appoint representatives of My STI (including administrator of the representatives of My STI) after login to My STI and having selected The representatives of My STI in the left menu (a key [New representative]).

A taxpayer can terminate, block at any time representation in My STI portal or change details of the representative by selecting The representatives of My STI in the left menu and by clicking [Terminate representation] or [Correct] by the representative selected.

The appointed representative can refuse from representation after login to My STI portal. The representatives of My STI can refuse at any time from representation appointed. They have to click on [Settings] in the right upper corner of the screen in My STI portal, select the represented taxpayer and click on [Refuse from representation].

When the rights of the representative of My STI are administered in writing (upon arrival to SSTI o by post), the annex "Details of the representative of My STI" to the rules of use of My STI approved by the Order No. VA-91 of the Head of State Tax Inspectorate under the Ministry of Finance dated on 03/10/2012 shall be filled out and signed by a taxpayer who wishes to grant the rights of the representative of My STI to another natural person/to correct/terminate the same, or a person authorized by a taxpayer. The list of the rights for the representative of My STI is publicly available in My STI field.

If the representative of My STI wishes to grant the rights of My STI representative to another natural person by post, then a copy of personal identity document certified by the Notary Public must be enclosed to the filled out annex "Details of the representative of My STI" to the rules of use of My STI sent by post.

! Information relevant for the representatives of enterprises providing accounting services

Another person, e.g. the head of enterprise that provides accounting services (or the head of a lower rank) can be authorized and appointed in My STI portal to act as administrator of the representatives of My STI (the right "Administration of the representative of My STI") who can assign / correct / annul representations of other representatives in My STI portal. Thus it would be possible to authorize not only a specific member of personnel of enterprise that provides accounting services but also to administer the rights of the authorized members of personnel without the need to appeal for additional powers to the represented taxpayer.

 

7. How a foreign citizen may become the user of My STI (login to My STI)?

To be authorised in My STI portal and in the EDS, a citizen of a foreign country shall get VMI identification means (user login and password) or to sign in using electronic signature.

A foreign citizen holding his/her personal identity documents or any other documents proving his/her personal identity as provided for by legal acts of the Republic of Lithuania, shall arrive at the closest taxpayer  service division of the State Tax Inspectorate and submit a properly completed Request of a Foreign Citizen to be Registered as EDS User. The registered users are provided with VMI identification means. Such registered user may login to My STI the next day after registration.

Besides, a foreign citizen may declare to EDS the qualified certificate on his/her electronic signature. A citizen of foreign country having declared the qualified certificate on electronic signature is registered as an EDS user and can also login to My STI.

A foreign citizen attempting to login to external portal of My STI for the first time using electronic signature may see the following message being shown:

 

Authentication error occured

You are not My STI user. To log you in to the system, VMI has to perform additional registration actions. Try to re-connect letter. You will be informed of the registration and possibility to login to My STI by e-mail, if you specify your e-mail address when you login to the Electronic Declaration System (EDS)>> My information>> Settings>> User's settings

A foreign citizen will be informed on the possibility to login to My STI by e-mail, if his/her e-mail address is indicated in the Electronic Declaration System (EDS).

Foreign citizens using electronic banking have no possibility to be authorised in My STI portal and in the Electronic Declaration System (EDS).
