How foreign nationals can become STI electronic system users/receive means of access and log in to STI electronic systems/represent another person
1. If foreign nationals not registered in the Register of Taxpayers will represent themselves (use STI services, submit applications, tax returns in their own name), they can log in to STI electronic systems in the following ways:
- Foreign nationals must first register in the Register of Taxpayers by submitting the Application for Registration of Natural Persons in the Register of Taxpayers (Form REG812). The reason for registration must be specified in Form REG812, for identification purposes.
Form REG812 must be submitted together with a free form application to issue login credentials for STI electronic systems (i.e. login name and password).
Form REG812 and the free form application may be submitted upon arrival to the STI Service Division* or sent by post. When sending the application by post, a copy of the personal identification document certified by a notary public or otherwise certified in accordance with the procedure laid down by law must be enclosed.
- foreign nationals who have a fixed electronic signature issued by one of the certification services in Lithuania may declare a qualified certificate for their electronic signature. After having declared the qualified certificate, foreign nationals are registered as users of the Electronic Declaration System (EDS) and can log in to STI electronic systems.
Foreign nationals who hold permit documents for temporary or permanent residence in Lithuania indicating their Lithuanian personal identification number may acquire a qualified certificate of an electronic signature from registration offices thereof and certification service providers. In Lithuania, such services are currently provided by:

2. If the head of a foreign legal entity or foreign nationals authorized by the head of the legal entity, not registered in the Register of Taxpayers, want to represent a foreign legal entity, such foreign nationals may log in to STI electronic systems after submitting an Application for Registration/Deregistration of a Foreign Legal Entity in the Register of Taxpayers (Form FR0227). Applications can be submitted via Form FR0227 or sent my post to this CSTI address*.
The head of the foreign legal entity and/or persons authorized by the head of the legal entity as noted in the application, will be provided with login credentials for STI electronic systems (i.e. login name and password), if the e-mail address is provided in the application, and if, according to the data available to the STI, the head of the foreign legal entity and/or persons authorized by the head of the legal entity do not use other means of access to STI electronic systems.
The login credentials for STI electronic systems are sent by e-mail provided in Form FR0227, and foreign nationals (head and/or authorized persons) may log in to STI electronic systems.
3. If foreign nationals not registered in the Register of Taxpayers want to represent a Lithuanian or foreign legal entity or natural person, such foreign nationals may log in to STI electronic systems after submitting a completed application of a foreign national to receive login credentials for STI electronic systems.
An application to receive login credentials for STI electronic systems may be submitted upon arrival to the STI Service Division* or sent by post. When sending the application by post, a copy of the personal identification document certified by a notary public or otherwise certified in accordance with the procedure laid down by law must be enclosed.
Then, foreign nationals are provided with login credentials (i.e. login name and password) for STI electronic systems.
After foreign nationals have received login credentials for STI electronic systems, natural persons or legal entities (head of legal entity or another representative with administration rights of representatives) who are to be represented by the foreign national, must, after logging in to STI electronic systems, assign the foreign national as their representative.
After representation rights are granted, foreign nationals can log in using the login credentials for STI electronic systems which were provided, and represent the natural person or legal entity, i.e. carry out necessary actions, submit tax returns, receive/order services on behalf of the person/entity represented.
